1. The ZIP is the frozen release candidate byte for byte. Its license/LICENSE_DRAFT.txt is a draft that was never approved; the license in force is the one on the product page and accepted at checkout (LICENSE.txt).
2. The QA wording 'e-mail-like values remaining in output: 0' in the package documents is true for the carriers table only. The automated scan did not cover the other tables. A later all-table count found e-mail-shaped text in authority_dockets.last_status_change_reason (3,956 values across 3,578 USDOT numbers); it is source-provided status-reason text and is not masked. No e-mail-shaped value was found in carriers, insurance_filings or insurance_history after the three approved masks.
3. The release is QA-complete and has NOT been certified by a blind independent audit. An external review of a 39-record sample found no confirmed material error; that review was not blind and did not verify every field.
