Licensor: Persistfolio (British Columbia, Canada). Contact: info@persistfolio.com

1. WHAT YOU ARE BUYING. A dated snapshot, not a service: a dataset derived by Persistfolio from public U.S. Federal Motor Carrier Safety Administration (FMCSA) open data (data.transportation.gov). No updates are promised; a later edition is a separate product.
2. GOVERNMENT SOURCE MATERIAL. Persistfolio claims no rights in the underlying public FMCSA records. This licence covers what Persistfolio added: selection, structure, merge rules, normalisation, derived fields and flags, and documentation.
3. GRANT AND TIERS. Both tiers receive the identical, complete dataset; they differ only in who may use it and for what. Non-exclusive, non-transferable, perpetual right to use, copy and analyse the dataset, subject to this licence and applicable law.
   - Individual / Academic (US$149 one time): for one named natural person's own academic, research, journalistic or professional-analysis work. It does not cover use in the operations of a business (for example carrier vetting, onboarding, risk screening or sales prospecting done for a company); that needs the Business tier.
   - Business / Commercial (US$399 one time): for internal business use within ONE legal entity (its employees and contractors working for it), including carrier vetting, onboarding, risk screening, market analysis and sales prospecting, subject to applicable law. Affiliates are not covered; buy one licence per legal entity.
Neither tier allows redistribution.
4. YOU MAY publish results, aggregates, charts and short excerpts (up to 1,000 rows) that cannot substitute for the dataset.
5. YOU MAY NOT: (a) resell, sublicense, share, host or redistribute the dataset or a substantial part of it, or offer it as a data product, API or search service that substitutes for it; (b) use it as, or to make, a consumer report or to decide eligibility for credit, insurance, employment or housing of a person; (c) try to identify, locate or profile a natural person from it; (d) present it as an official FMCSA or U.S. government product or suggest endorsement; (e) break the law with it.
6. CONTACT DATA. Business contact data (phone numbers, addresses) are public registry fields. Records of carriers that are individuals are withheld in street, ZIP and phone (rule N1) and a few free-text values have e-mail strings masked as [EMAIL REMOVED]; these are the only changes to filed values besides documented normalisation. You are responsible for lawful outreach, including telemarketing, do-not-call, anti-spam and privacy laws that apply to you. Correction and removal requests: info@persistfolio.com; we acknowledge within 5 business days and decide within 30 days.
7. DATA LIMITATIONS. The README, LIMITATIONS, METHODOLOGY and QUALITY_REPORT describe what the data is and where it is weak and are part of what you buy. In particular: insurance filing information is evidence of a filing, not verification of current coverage; scheduled cancellations are not detected in bulk; legacy tables are frozen at 2026-05-14; two official Motus tables can disagree on an authority's status (flagged in verify_live_reasons). Verify on the FMCSA portal before relying on a record for onboarding, underwriting or tendering. Persistfolio is independent and not affiliated with or endorsed by FMCSA or the U.S. Department of Transportation.
8. NO WARRANTY; LIABILITY. Provided "as is" to the extent the law allows. Total liability is limited to the fee paid; no liability for indirect or consequential loss. Nothing limits liability that cannot be limited by law or consumer-protection rights where you live.
9. TERMINATION. Breach of section 5 or 6 not fixed within 30 days of notice ends the licence; you then stop using and delete the dataset. Results you published before then, and sections 5-9, survive.
10. LAW. British Columbia and applicable federal laws of Canada; Business-tier disputes in British Columbia courts.
11. PAYMENT. One-time per licence. Downloaded digital goods are not refundable except where the law requires or where the file does not match the published SHA-256 and size; write to info@persistfolio.com.
12. CHANGES. This version governs your purchase.
