## Interpretation of exceptions

A quarter/date mismatch is not automatically an error. It means the Board page's nominal quarter differs from the effective date printed on that page. Both source facts are retained.

A blank license number is expected for applicant-style rows and is not converted to zero or an invented identifier.

A blank effective date means no safely parseable effective date was found on the quarterly page. It is not inferred from the source quarter. Where the Board printed a malformed date (for example a truncated year), the date is left blank and the printed text remains in `action_raw`.

Seven entries are released although the Board page does not print a complete case label and number (acceptance criterion 4, narrow exception, DECISIONS.md #12). Each was checked individually against the published page; the missing fields stay blank and nothing is inferred:
